Perception and Participation and Stakeholder Analysis in Social Forestry Program: Case Study of KTH Maju Mapan KPH Malang

Abstract


The Social Forestry Forest Utilization Permit (IPHPS) is one part of the Social Forestry (PS) program located in the Perhutani area with less than 10% land cover. IPHPS is a model of Social Forestry that has existed since 2017 until now in KTH Maju Mapan KPH Malang. This study aims to measure the perception and participation of Forest Farmers Groups (KTH) Maju Mapan as well as the role of stakeholders involved in the program. Data analysis was carried out descriptively to describe perceptions and participation, analysis using non-parametric with Kendall tau b test to determine perceptions of participation. Stakeholder role analysis uses PIL analysis (P: Power, I: Interest, L: Legitimate). The results showed that the perception of social and ecological aspects was good, while the economic aspect was normal (enough). KTH Maju Mapan participation in forestry activities is in the passive category. The relationship between perception and participation based on the Kendall test is very low. The role of the most influential stakeholder is the Ministry of Environment and Forestry because it has power, interest, and legitimacy.
